How to Apply for a DOST Temporary Clearance

Here’s a simple How-To in applying for a DOST Temporary Clearance. I had to get one a month ago to attend a Conference. For future reference, I’m posting this one. :)

A. Apply for a temporary clearance in DOST Bicutan.

Time to allot: Half day
Requirements:
- Request Letter addressed to SEI Director stating the nature of travel (destination, duration, etc)
- Employer’s guarantee or surety bond
- Certificate of employment
- additional papers to support your request
- computation from DLRC

Procedure:
Go to SEI Office at the 4th floor. Tell the staff your purpose, and he/she will give you a supplemental form to sign. After accomplishing the form, another staff will collate the requirements (with your Letter Request). If posting a cash bond, you will be asked to pay to the Cashier’s Office at the end of the floor.

If lucky, you may actually get your DOST Letter on the same day. That is if the Director is available to sign the letter. Otherwise, you will be asked to come back after 2-3 days. Or call DOST if it’s available.

B. Go to Bureau of Immigration.

Time to allot: 30 minutes (be sure to arrive early)

Requirements:
- Letter from DOST
- Letter Request (same one presented to DOST)
- photocopy of both (there’s a photocopier right beside the entrance)

Procedure:
This is the procedure posted in Counter 19. I didn’t see it ahead, therefore, I had to ask 2 to 3 counters if I was in the right lane.

1. Proceed to VCU (Counter 9-12). Get Derogatory Printout.

At Counter 9-12, present the Letter from DOST with your Letter Request. I’m not sure what Deragotary printout is, but they didn’t give any printout. I was only asked to proceed to Counter 19 after returning the originals.

2. Prepare (1) Xerox copy of your Letter Request.
Well this one should be prepared beforehand. If you forgot to do this, there is a photocopier right beside the Entrance.

3. Proceed to Central Receiving Unit (Counter 19).
She will stamp your DOST Letter with the date when you will have to come back.

4. Come back after 3 days. Proceed to 4th Floor Rm. 401 Legal Division.

C. Go back to Bureau of Immigration after 3 days.

Time to allot: 1 hour.
Requirement:
- bring money :)

Procedure:
1. As previously said, you are to go to 4/F Rm. 401 Legal Division. Tell your purpose and you will be referred to 2/F at Asst. Director’s office.

2. Inside the office, present your papers to the lady right in front of the door. Wait for a while (you will be asked to wait or sit down), then she will ask you to pay the fees at OPS (not sure what it stands for…)

3. Proceed downstairs to Counter 31. This counter is in the right side of the building. Then pay the fee of Php1020 which includes:
Express Lane Fee         500
Allow Departure Fee        500
Legal Research Fee        10

4. Go back to the 2/F office. Present the receipts and wait. After a while, she will give you a letter titled “Allow Departure Order” which you will present to Immigration officers at the Airport.

    sa immigration lang ba ako ppunta? no need to go to dfa and nbi? lalabas kasi ako ng bansa sa sept 28. ndi pa ko nagbabayad sa dost, although i intend to do it on tues (since monday is a holiday). mga 3weeks nalang ang meron ako. kaya ba un?

      hi! first, do you already have a passport? if so, then immigration lang after dost. i think 2 weeks at most should be enough to process everything. but if you don’t, then that’s a totally different story. :D

        Oh great! this is exactly what I’m looking for.. So hindi ko na ipapasa ang DOST letter sa DFA.. sa Immigration nalang.

        Bukas ko na makukuha travel clearance ko from DOST eh.. after waiting for 3 weeks. haha :D tagal.. ~_~

        Punta kasi me SG this Oct 23.. sana maka kuha na me ng ADO sa Immigration. :D

    Question lang, hindi naman necessary na ang scholar mismo ang mgprocess sa Bureau of Immigration diba? Ok lang na authorized person lang ang pumunta dun on my behalf?

      Hi ice. I’m not too sure (since i went there myself) but i suppose it’s OK, basta kumpleto ang papers and authorization.. You can also try calling their # at 527-3248 first to inquire. Good luck.

    Oo nga pala.. Ask ko lang ulit. Kinakabahan kasi ako. Wla ka nang pinasa sa DFA? Kasi sa 20 ko pa makukuha ang passport ko from DFA, pero wala naman sila hiningi sa akin na DOST clearance. Baka biglang manghingi sa 20 eh. tapos matatagalan pa., eh 23 na alis ko.

    Di na hina hanap ng DFA ang DOST clearance right? Ang immigration lang naghahanap? :) Hehehe.

      And another question, about Letter Request (same one presented to DOST)

      Yung sinend sa DOST-SEI Mismo? Or I’ll change the letter’s addressee?

      Kasi if yung letter sa DOST, naka address kay Ms. Ogena or. So change ko siya to Mr Marcelino C. Libanan, Commissioner of BI? :)

      Or retain ko lang yung Ms. Ogena?

      Hi. Medyo matagal na ko kumuha ng passport, so I’m not sure if it’s still the same… kasi nagbago with ADO. In my case, hindi naghanap sa DFA pero sa NBI hiningi (NBI is prereq for DFA Passport then). Will you claim the passport na lang ba? Or you’ll go through document processing pa?

        e ceclaim nalang. na check na nila lahat ng requirements at wala naman daw problema.. hini hintay ko nalang e deliver ang passport ko. :)

        Yung NBI clearance naman hindi na required. Basta may 2 digitized valid id ka.. so ok na :D Yay!

        Ang kinakabahan ko lang kasi, bka sa last minute bigla nilang sabihin may problema sa passport. tapos matatagalan naman. Pero andito na sa akin DOST clearance for DFA. Hini hintay konalang na hingiin. sana hindi na. kasi di naman nila hiningi nung nag personal appearance ako. hehe

    Hello po. Mas tanong lng po ako. Kaka galing ko lang ng Bureau of Immigration with my travel clearance from DOST-SEI.

    Pumunta ako VCU, sa counter 11 binigay ko yung letter from dost and my request letter. Binigyan ako ng number at naghintay ng mga isang oras. After nun, tinatakan lang yung letter ko na “NO DERAGOTORY RECORDS” at ang sabi ng babae yun lang daw ipakita ko sa Immigration sa airport. Di ko na kelangan kumuha ng ADO at di ko na kelangan mag bayad ng fee.

    Weird no? Wala daw ako sa watchlist nila. Kinakabahan tuloy ako baka sa airport bigla akong hanapan ng ADO. :(

    Tinanong ko ulit yung babae, mga 3x ko tinanong if yun na ba talaga ang ibibigay ko sa immigration sa airport (DOST Letter with No Deragotory Records stamp). At sinabi nya na “oo yan na ang ipapakita mo wala ka nang babayaran or kukunin na letter from us.”

    Wla din sinabi na babalik ako after 3 days. Tama po ba to ate shane? waaaaaaaaaaaah!

      hi! naka-alis ka ba ng walang ADO? same case kasi nung sa akin, nilagyan lang din ng “NO DERAGOTORY RECORDS” ung letter to the BI commissioner ng DOST-SEI.

    Cash bond pala ang kailangan para sa personal travel. Sa Tuesday ko pa malalaman yung amount na babayaran.

    @irrashai: ganun din po yung case ko..no deragotory record..pero hinde kasi natuloy yung travel ko..so pag ganun pwede na lumabas ng country anytime kahit po hinde mgsecure ng clearance from dost? :)

    ask lang po how to apply for final dost clearance?in my case im a dost-clearance with financial obligation..what should i do?i never visit any dost office for inquiries i just found out that i have financial obligation in my dost scholarship when i was hit by nbi.

    Hi, after bang makakuha ng temporary clearance sa dost(di pa tapos ung 5 yrs of service ko).. need ko lang pumunta sa bureau of immigration? panu po if wala pa ko passport, ok na ba ung documents na mkukuha ko from immigration..? or need ko pa din mag apply ng passport sa dfa…hehe sensya na..yung ggwin ko ksi from step 1..ahehe

    They invited me to spend my Xmas vacation there for two weeks.

    i was terminated on my third year.. nagtransfer kasi ako..
    and still studying till now.. ( pero di na ako scholar ng DOST)
    nagpa.assist narin ako sa isang Scholarship Coordinator..

    am i qualified to apply for the temporary clearance kahit its not work/school related?
    if ever pwede..
    do i have to go to the Main Office of DOST para makapag-apply ng temporary clearnce? I am from Region VIII kasi..

    ako din, im about to apply tempo clearance in order for me to get a passport, tama po ba?! so mag-cash bond ako para payagan syempre..tapos sa september yung pinili kong travel date though wala pa kong booking talaga.. kelangan ko talagang i-indicate yung country and kung kelan ang punta ko?! what if hindi natuloy yung lakad?!

    Sharing – I applied for a temporary clearance this month for a personal travel and here’s what they said:

    This pertains to your inquiry re- requirements to be able to secure a DOST-SEI temporary clearance.

    You may choose any of the following options:

    1.   Post cash bond or surety bond to be redeemed upon return from travel;2.  Submit a notarized Deed of Undertaking (DOU-see attached) with a co-maker who has the capacity to pay your financial obligation.  The guarantor must submit any proof of capacity to pay, e.g. updated Certificate of Employment (COE), latest Income Tax Return (ITR) and photocopy of current office identification card (I.D).

    Since I don’t have the money to pay the bond, I chose the deed of undertaking :)
